A fireplace has a damper which is used to control the flow of air and smoke. It can be opened or closed by moving a lever, bar handle, crankshaft, crank rod and gears located in the chimney flue wall or on top of an open chimney above roof level. The chain that opens it may be inside the house near the fireplace opening with a doorframe looking cover over it so you would need to open this first before trying to pull down on your exterior metal ring attached to your chain outside. When next time you want to close it again after using/stoking up fire place try carefully pulling back same way as when opening-up not too fast just slow gentle steady pressure until both openings (inside and outside) meet each other and then push in place to close it again.
